The symbolism of the clouds determined the presence of gods. In the old masters' paintings, they were sitting up on the clouds.
The cloud substance is likely a thinking substance, as it is shown in the famous science fiction book by Stanislav Lem, titled "Solaris." No wonder the clouds may sometimes resemble the human brain!
